Reviewing the Alcohol Rule

Under the current rule, alcohol is generally prohibited in common areas except at Board-approved alcohol-friendly events. In practice, alcohol consumption in common areas has occurred for years. This has created a gap between the written rule and actual Campground practice.

Some members are concerned that expanding where alcohol may be consumed could lead to more incidents or violations. Those concerns deserve consideration. The proposed policy should focus on conduct that creates the greatest risk, including underage drinking, impaired driving, excessive noise, harassment, fighting, property damage, and other unsafe or disruptive behavior.

Alcohol could remain prohibited in designated sensitive areas, including the swimming pool enclosure, Teen Center, playgrounds, and the Campground Office. It could also be prohibited at Board, committee, and annual membership meetings, children’s activities, and other locations or events designated as alcohol-free.

The policy should make members responsible for the conduct of their family members, renters, and guests. Nothing in the policy should excuse misconduct or limit the authority of the Manager, Security, or the Board to respond. Serious misconduct could be classified as a Major Offense or Major Safety Offense.

The Rules Committee will review the proposed policy and make a recommendation to the Board. The final language and details of any change have not been decided.

A Rules Committee meeting has been scheduled for 9:30 a.m. on Saturday, August 1. The purpose is to discuss member concerns, review the proposed language, and recommend safeguards and improvements. A copy of the proposed policy will be distributed to members prior to the meeting.

Because this issue may generate strong opinions, the Rules Committee hopes the discussion will focus on the substance of the proposal rather than simply measuring support or opposition. Members are encouraged to offer specific suggestions about prohibited areas, discipline, enforcement, and how the policy can be made fair, clear, and effective.

The question before the Rules Committee is: How do we bring the rule into line with current practices while making it clear, fair, and enforceable?
